RELON Uganda is a national non-political and non-partisan movement of people working together to advocate for refugees’ self-representation and inclusion where matters concerning them are discussed. Its aim is to strengthen the capacity of refugees to engage and respond to the challenges facing refugees and refugee led organizations.
Overview of the position
The Monitoring and Evaluation Officer (M&E Officer) will provide support by monitoring and evaluating ongoing projects on advocacy, capacity building and RLO coordination in Uganda. The officer will be responsible for overall M&E and learning needs of the project and will come up with findings based on real data to show performance of the projects. The Officer will also help RELON Uganda Project Monitoring and Evaluation (PME) in strengthening its M&E functions. M&E of the projects will be conducted through assessments as well as support function hence the implementing partners and RELON Uganda program teams will get support through M&E findings in enhancing flow of information and its management. The Officer will play a key role in promoting the key learning and accountability for the improvement of the project and for wider leaning of the organization.

KEY RESPONSIBILITIES:
To supervise data collected by the project implementing team and ensure quality of the data.
To professionally record, manage and preserve monitoring and evaluation
To analyze and distribute findings based on regular monitoring data
Provide technical support on M&E and evidence-based recommendations to the relevant Project Manager and Partners.
To develop a strong monitoring and evaluation system that will ensure field activities adheres to established protocols.
Support the implementing team in conducting baseline surveys and KAP surveys
Participate actively in program planning process and budgeting of the program quality and fundraising unit
Lead the development of the annual and biannual organizational reports.
Complete other tasks as required.
SPECIFIC RESPONSIBILITIES
1. Monitoring
Develop project monitoring plan (PMP) in line with project PME and consulting with program team and partners
Coordinate with Implementing team (IT) for collecting data as responds to agreed indicators
Engage with IT to collect and manage essential data of their respective projects
Ensure quality of data collected by the implementing team
Provide feedback to partners and program teams on projects’ performance based on monitoring data findings
Build capacity of Implementing Team (IT) on Planning, Monitoring and Evaluation (PME)
2. Evaluation
Design, coordinate and conduct project evaluations (mid-term and end-line)
Design and conduct Post Implementation Monitoring Survey (PIMS)
Conduct Program Data Review
Support project implementing team in designing and disseminating research studies by providing relevant input
3. Reporting and Documentation
Assist program coordinator in developing quarterly, biannual and annual reports
Develop and share field visit reports with relevant RELON PROGRAM staff
Upload key reports to RELON social media and website
4. Planning
Assist Program coordinator during multi-year planning and budget process to develop a good quality Management program Budget for the country program
Assist Program coordinator in reviewing project plans during project plan and design
Ensure quality of data/ statistics in project plans
5. Learning and Sharing
Share learning from M&E process with the wider team
Support partners in improving learning and sharing mechanisms in their projects
Promote culture of learning in the organization
6. Contribution to Effectiveness of the RELON PROGRAM
Work collaboratively with different programs for strengthening integration and cross-learning in programs
Proactively volunteer for various team activities
Show an eagerness to take on any other tasks assigned by the line manager/coordinator
What we are looking for:
7. Be a manager
The M&E Officer will manage the M&E process, develop an appropriate M&E tools and make it available for the process to work. This will include many tasks and people.
8. Be a trainer
The M&E Officer must advice, coach and train the people involved, or ensure that the necessary training is provided by other specialists.
9. Quality control
Data Quality Assessment is important: are data valid, reliable and precise enough? Do data reflect the reality on the ground? This involves carrying out spot checks.
10. Facilitate utilization
Information must be well presented, so that it can be used for accountability and reporting. Relevant information must be available to managers when they need it. Different media should be used to disseminate information, for sharing and learning.

Qualifications
SKILLS AND COMPETENCE:
Bachelors’ degree in social science, journalism, government, sociology, or international relations discipline
Masters’ degree in any of the above disciplines would be an advantage
Knowledge and understanding of project monitoring and evaluation
Understanding of the current M&E trends and especially M&E systems in development organizations
Minimum 3 years’ experience in monitoring and evaluation with at least 2 years within an international organization
Experience in monitoring and evaluating in capacity strengthening and advocacy related projects
Experience of field data collection
Experience of report writing
Monitoring and evaluation techniques and processes
Data collection and management
Analytical and research skills
Good command over report writing in English
Good interpersonal skills
Excellent computer knowledge with command on MS Excel among other packages of MS Office
Others
Time management and ability to prioritize multiple tasks
Self-motivated person able to work without close supervision
Able to work effectively in a diverse team environment
Travelling to far flung areas independently for M&E
Able to effectively promote RELON’s mission values, and objectives
